p.s if you really want... you can install the Achievement enabler so you can use the console....but again... game can go BOOM.
Or you could try talking to Nenya during work hours (Between 8am and 6pm gametime, I know the working hours should be 8am to 8pm, but I always found after 6PM they stop talking shop)
From the UESP wiki page of Lakeview Manor, it specifically says:
"Completing the Dark Brotherhood quest Kill Helvard results in a negative disposition towards you from the Jarl of Falkreath. As such they will not have a high enough disposition towards you in order to offer the dialogue option to purchase the Lakeview estate."
The thing I'm confused about is that Jarl Siddgeir specifically told me I can buy the plot of land, but Nenya doesn't give me the option. So I don't think I'm in a negative disposition towards the Jarl, but the option is just not there.
The fixes that the UESP wiki page offers are:
I might be too far into the Civil War questline Empire side to switch now (I have to deliver a message to the Jarl of Whiterun, and honestly the idea of siding with the Stormcloaks irks me), so I'm assuming the only option I have is the SetRelationshipRank command, but I'm scared it will disable achievements...
This should start the quest, that starts when you purchase the plot of land. Maybe do this last, when you have everything else done.
Might be a bit of a spoiler for what is yet to come but if the civil war is still ongoing when a certain quest is activated (a quest that might or might not ask you to capture a dragon) you'll be able to have a "peace conference" where holds are exchanged and you might try changing Falkreath jarl that way.
It's what I did because there were some quests that I did not want to do.
It is a shame that the dark brotherhood can screw things up if done early, its the same for the Morag Tong in Morrowind where its recommended to do it last as it has you assassinate quest NPCs that can screw up other quests.
particularly the letter from the jarl of falkreath is known to cause problems when you read it sometimes.
and the Unofficial Patch is horribly inefficient at fixing bugs so your best bet would be using the console at this point or if you just want the achievement make a new character and rush build all the houses and call it a day
Each one of those quest-lines can cause problems with certain npcs being killed or moved around.
"Oh look, they play Skyrim and have lots of hours, they must be good at that game, I wonder how many achievements they have?"

At this point I think starting a new game might be my only option. How annoying... I didn't know about this issue at all, I only knew about the missable Daedra artifacts. Is there any other known bug of this proportion that could f*** up achievements?
