Most of the dragons may be of 2 types - fire or frost. Fire dragons have 50%. Legendary fire Dragon has 75%.

You may want to consider enemies that have magic resistance as well.

Giants 50% MR
Bretons 25% MR

Dragons 25% or 50% FR (depends on their breath weapon; ALL dragons have some fire resistance)

Frost dragons have -(minus)25% fire resist. It means that fire damage will deal 125% damage to them.

Same true vice versa. Frost damage will deal 125% damage to the fire dragons.

I didn't mention that coz OP asked about fire resist, not about fire weakness.

Also remember, a lot of enemies in the south of Solstheim have fire res or i believe even full immunity to it.

I prefer a lightning based character myself as it drains Magicka from enemies and chain lightning seeks out targets. Wall of flames is flashy though, don't dwemer machines have resistance to fire?

I think you may be confusing this game with another.
The element opposite to their breath weapon always does more damage.

Fire dragons take extra damage from frost spells and less damage from fire spells
Frost Dragons take extra damage from fire spells and less damage from frost spells
Lightning spells do normal damage against all dragons.

I was quoting off of this article which is different than what UESP says. I didn't cross-reference with UESP before posting.

Chain lightning staff is highly OP and not just because the damage, but I don't want to spoiler, most single enemies do not stand a chance, but there is a timing to it, holding down the fire button and then release,
getting hit can interrupt it, and especially burning effect, from some Daedric enemies like in Azura's star, but how often do you face those, not very.
Its not Oblivion where you are fighting Daedroth, and Skyrim is ice world basically so you would think flame would rule.
Problem is chain lightning it often chains off the enemy and hits my horse =( xD
Lightning was by far the best in Oblivion

Shock is great against Dragons, drain their magicka and they can't breath fire or frost at you.

I do like using fire vs animals and undead things or anything with snow or frost at the beginning of their name.

Dunmer have a 50% resistance to fire, Breton have a 25% resistance to magic in general. Giants have a 33% to magic as well. Any Dragon who breathes Fire shares a resistance to fire. The ash spawn on Solstheim have a 75% resistance to fire. Flame atronachs are obviously immune. Solstheim's burnt spriggans are immune as well.

Actually, Dwemer machines have no resistance to fire whatsoever. They are, however completely immune to frost and possess a 25% resistance to magic in general.

Yeah, the table from that first link is misleading, because the 25% should be -25%....
That will be what threw you.
