Question about the enchanting potion duration
If I wanted to prolong the duration of the enchanting/ smithing potion do I have to change the ingredients duration value to achieve that?
for example, snowberry has
fortify Enchanting
duration: 30 seconds and if I change that to say 60 seconds then I'm good?

A simple mod could do that yes.

there was a mod that I used before but it capped the potions to 40% instead of 44%. I tired downloading it again but I read the posts and kind of got scared.

plus im trying to learn new things.

You can also extend the duration slightly by using the Slow Time shout before taking the potion and activating the enchanter. Unfortunately it doesn't extend it nearly as long as you'd hope. I think it's only functional during the animation of going to the enchanter, and not in the menu. Best case you might get ~48 seconds instead of 30.

You can mod that easily in the Creation Kit. The pre-made potions at least. You could make a potion last 10 mins if you wanted.
I usually stock up 6-7 potions, have my gear ready, have my enchants memorized before I start, and pop one potion per item (chest, boots, helmet, etc).

yes but I want something more permanent. can't go to 3 places to learn the shouts and kill 3 dragons to unlock it at the beginning of the game.

I use xedit btw. I just want to know if I'm safe to change that 30 second value to whatever long I want.

I know, this is a tech topic, but to just throw it out there...

With a little planning, you can enchant up to 4 items, maybe 5, if you don't name them and have your inventory reduced to just showing the few things needed to enchant those items. Not having to scroll through a list of unneeded things, can save a lot of time.

...especially, when just wanting to throw together a temporary suit of choice.

I've never really delved into enchanting due to how game breaking it can get with the op stuff you can create. I just rely on the old fashioned see what the vendor has in stock then quick save, bash him in the head and reload to change the inventory. Doesn't take too long to get the item with the enchantment I want.
