At the end of the day it doesn't matter which method you use, they all work the same way.
(I use msi afterburner because that's what I'm used to)
[Display] iPresentInterval = 2
This will halve the framerate. You need to have a 60Hz monitor to limit it to 30fps obviously.
The above mentioned mods are not your normal type of mods, but either external programs (BethINI) or .dll files (ENB, ReShade). SSE DisplayTweaks uses SKSE, which is also a .dll with an external program as launcher. None of them will mess with your savefile if this is what you are worried about.
I still recommend you use BethINI. It is a simple application, which acts as a user interface to many of the .ini file settings and it explains their use and purpose with tool tips.
You find the SkyrimPrefs.ini file in "...\Documents\My Games\Skyrim Special Edition".
If [Display]iPresentInterval=2 does not work try [Display]iVSyncPresentInterval=2 as I am not sure if or when this has changed or whether it is an alias for the same thing. The [Display]-part means you look through the file for a section that starts with [Display], in case this is not clear. There you should find the present interval setting, which you have to change to 2.
