dragon souls to perk points

I have a mod that makes dragon souls turn to perk points but have no idea how to use it...please help.

Mod Page says you need to pick up the spell tome, which is inside High Hrothgar. The final image on the mod page shows where it is exactly.

I'm not installing a mod to give you a step by step instruction when the mod page already gives you it's exact location and a photo of where it is.
