Shouts have no sounds

For some reason shouts make no sound does anyone know how to fix this with out the use of mods?

I tried looking up on google if it had one and nothing of use showed up so I'm just gonna tell you what version it says I'm using

Have you checked the sector size of the drive Skyrim is installed on?
Open the start menu, run "MSinfo", take a look in "System Summary->Components->Storage->Disks".
Select the disk Skyrim was installed on, the "Bytes/Sector" value should be 512.

Modern Windows supports large sectors/advanced format, which may cause certain files to be skipped/not loaded.

If so, there is a mod called "Sound Fix for Large Sector Drives", it will try to workaround this problem (so you don't have to reinstall Windows).

I'm having none of the issues listed there so I think that I don't need to install the fixes and stuff

I went to where it says to go in settings but I don't find the media pack in the list of optional features

I also forgot to add that no sounds made by the dragonborn seem to work besides level one clear skies shout
