Shouts have no sounds
For some reason shouts make no sound does anyone know how to fix this with out the use of mods?

I am assuming you are playing without mods... Verify your game files first, and if this does not fix it make sure in your Windows settings that you are using 16bit/48kHz for your audio output. Try different values, too, if it does not work. Surround sound, i.e. 5.1, can also cause issues. Switch to stereo to see if it helps.

Yes I'm playing with out mods and I also already tried the "Verify integrity of game files" and it didn't seem to work

But I'm going to try the windows setting audio output thing. i'l let you know if it fixes it

Where do I find these settings (I mainly use MacOS)

I would not know, I do not use MacOS. You could try Google searches. However, afaik does Steam on MacOS use Proton. You want to make sure that your Steam client uses the latest Proton version. If this does not help can you also try using an older Proton version.

I'm playing on windows 10 I just meant that I don't often use windows so I don't know where those settings are.

Gotcha. Open your Settings and select System > Sound, then select your output device (i.e. Speakers) and you should see under Output Settings > Format a menu where you can select different formats. Skyrim may be using 16bit/44.1kHz so try this first, then try 16bit/48kHz.

Since you have Windows 10 can you also try to install the Windows Media Pack, which resolves some audio issues with a range of applications.

Make sure to select the exact right version for your Windows 10.

For some reason the option to change format is greyed out and it won't let me change it

Try to install the Windows Media Pack. It installs the Windows Media Player, but it comes with some support libraries that allows Windows to accept more audio formats and so helps with some games, too.

Do what the above link by Microsoft suggests:

Select the Start button, then select Settings > Apps > Apps & features > Optional features > Add a feature. Then locate the Media Feature Pack in the list of available optional features.

If this offers the Media Feature Pack then download and install it.

Could the fact that I'm using a bootcamp to run windows on my macbook have something to do with whats going on?

I cannot say. The fact that the audio format appears to be locked for you to 16bit/48kHz does look like a giveaway to a problem. Games can use a range of audio formats, from stereo, mono, 44.1kHz, 48kHz, and even different container formats like mp3 and wma.

See if you can find the exact Windows version in your system properties. See here for help:

Then see if it has a Media Feature Pack for it.

A completely different approach for you would be to install Steam on MacOS.
