Yeah, and you wanted to get Imperial favor right? Why get rid of Elenwen which makes the Stormcloaks happy instead of keeping her which makes the Imperials happy?
Yes. It's just for a "point system" to see who is happy or mad at the end of the negotiations.
That's not how it works. All you've done is made them neutral to you, so you still get "the stink eye". If you want them to actually like you you need a positive number at the end of the negotiations.

So, it seems to me that whatever happened there was perpetrated by the mercenaries, possibly dressed as Stormcloaks to get Imperial intervention so the Silver Bloods can steal the mine.
However, I have found that you can just keep refusing demands from either side, though there may be 1 or 2 that you have to concede. I'm going to have to reload the save before it starts next time so I can further explore the available options. Personally I'd prefer to have the ability to Shout both sides into a corner and tell them "you're going to cease hostilities so I can deal with Alduin, or I'll kill you both right here, right now" and have them agree to it. Or snatch Balgruuf out of his chair at Whiterun and tell him "I'm using your castle to trap a dragon. You can either say 'yes' or I kill you right here, right now" and skip the whole thing entirely.
Either way, Elenwen doesn't need to be there. It's not a Thalmor issue as pertains to the White-Gold Concordat.
