But please make sure to read the description page and make sure you have everything required. And use it with caution as it is going against the lore and I've never used it myself so I can't vouch for it.
Just make an NPC in the Creation Kit, give him the AllowShoutingPerk, Miraak's Shouts, outfit, spells, and weapons, add him to the correct factions, and do it right.
That's probably the only way you're going to be able to do this without destroying your game. It would be awesome to have Miraak as a follower, though.
