Coz all the other stuff in your list can be obtained from merchants endlessly.
I never felt like I am out of some of the raw materials or "raw" items. There are unique items like daedric artefacts and so on. But that is a whole different story. They must be unique.
In Morrowind it's so. Most of the high level stuff is very limited by amount you can find in the game.
So the answer is yes you can run out, not because they are unobtainable, it's more of some things can be a little tougher than others to find and of course there's the carry weight issue. But no there really isn't anything unobtainable. But that wasn't what they were asking. "Can I run out of things?". Yes you can but they are out there to obtain so you can indeed "grind your stats" as the op put it.
But I don't think you're asking for a detailed guide on respawning rates.
do you mean with mods or console commands? Power leveling? Exploits?
