I do not think you can teleport to them unless they are named/unique, it would be a lot simpler to just get another one. No shortage of bandits in skyrim.

How did you lose him? If it was by fast travelling to a walled city, check that city's stables.

Either load a save from before you fast travelled, or accept he and your belongings are gone.

As earlier stated, Only if they had a unique id before you raised them as a Dead Thrall.

Solution:
Use the mod "Better Dead Thralls" together with the mod "Collect Unique Corpses".
This makes it possible to put corpses in your inventory when you go into sneak mode.
When you drop the corpse again, you can assign an automatic unique ID so that the corpse no longer despawns.
Once you have removed the corpse from your inventory, you can now use your "Dead Thrall spell".
From now on, your Thrall will no longer despawn, regardless of whether it is a Random Bandit or whatever.
