Oh, this is what you meant. It's for the Master Alteration Ritual. Tolfdir wants you to acquire heartscales for the Dragon Hide skin spell, which reduces physical damage by 80% for its duration.

The dagger is a radiant item so it isn't guaranteed to be there

Yeah but OP already has the dagger, he's trying to get rid of it. That'll take the quest.

use this mod All armor - All enchantments[www.nexusmods.com] next time, it add's all the good weapon items unenchanted with different base codes to the smith forge and you can get the quest items as tropy's afterwards

Yeah, do the quest, then you can get rid of the dagger, or put it on a weapon plaque or something.

Alteration Mastery Quest. Every one of the five schools of magic has a final quest to unlock the master spells, this dagger is for one of them. You might like to know you´ll be able to keep quest items when imprisoned on Cidna Mine, this dagger included :)

Skyrim got it easy. Getting imprisoned in Morrowind would land you with mana absorption shackles - so no magic for you unless you lockpicked the SHACKLES - which was exacly how you would go about to free slaves. A Winterhold archmage like myself (skill 100 and mastery in all five schools) naked was still equal to a walking man army (invisibility, paralysis, summon dremora lord, bound bow). In Morrowind it was even worse: bound armor, lockpick SPELLS, flying...
