Then you have to enable this plugin. This can be done by adding "Unofficial Skyrim Special Edition Patch.esp", at the bottom, in a "plugins.txt" file (launch your game for the first time to generate it) in this folder
Open the folder that was created in Data in a new window by right-clicking on it and selecting Open In New Window.
Move everything out of that folder into Data.

I did try to use the Vortex download, but it wanted to download additional files and I very much dislike downloading things and having to create accounts all over the place. So I am just abandoning this whole attempt.
Frankly I am very peeved at Bethesda for continuing to sell content related to the game, but not fixing the bugs that would make this patch unneeded. Would it be so hard for them to simply buy the patch and release it as a Steam patch?
As for how easy, really all you needed to do was get the files in the data folder regardless of the method, that folder was created because some software for unzipping archives have settings to extract into a new folder named after the archive.
Plugin files need to be placed directly in Data-folder and registered in plugins.txt that is located in your AppData/Local/Skyrim Special Edition/ folder
If does not exist - create it.
Inside the file you need a simple list of *NAME_OF_PLUGIN.esp, just like that with the star. Basically looking like that:
*mod0_plugin.esp
*mod1_plugin.esl
.....
etc
That is about it. There is nothing complex about manual mod managing, you only need to know about the plugins.txt file....
