I recommend Goldir as Steward, and others have said illia is a good option too.
if moving her to golden hills doesn't activate the dialogue, load a save from before you made her steward because otherwise it will be unfixable.
NPCs have two IDs, the base ID and the refID. Technically the refID is for a specific version of the Base ID, because technically you could have more than one version of the Base ID in the game (shouldn't but this is Bethesda). Some console commands use the base ID some use the refID.
if it's a vanilla NPC, then one of the Wikis have the base and ref IDs.
If it's a mod then you might need to check the mod page (or use SSEedit to find the id)
then you type in the game:
prid refID
moveto.player
(put the actual refID in don't type "refID")

Additionally: Unique NPCs have only 1 base ID and 1 reference ID. Non-unique NPCs have 1 base ID, but can have more than 1 reference ID. In general animals, creatures, bandits and guards are non-unique NPCs based on a generic template NPC. If a unique NPC dies, they will not be available in the game anymore. When a non-unique NPC is killed they will be replaced by one of the NPCs in a template list.
Then see if you can talk her to leave goldenrod. It is possible you may need to reset her inventory and I truly hope she goes to Breezehome thereafter .... this is configured in an AI package.
