The new content is value for money for what you get … you may not use all of it but if cost is not an issue then it’s worth it.
Skyrim SE has ESL plugins which are light or flagged as light a So it's 4096 ESL/ESPL plugins.
Not all mods can be light however. But remember mods like textures don't have a plugin so they don't count against the limit.

If you bothered to READ what people posted, you would have noticed that AE is just a bundle of CC mods, the mods do not require it, they are updated to work with the latest version of SE regardless of whether you have the CC mods.
