My guess is the special edition has all the DLC built in. So, to give it away, for free, to people who only have the base game would also give them the DLC (that other people paid for) for free. Which would be a bit rubbish...

The Legendary Edition or the base game + all DLCs (the same thing really).
Legendary can be grabbed for super cheap these days anyway, usually cheaper than buying the single DLCs.
Though this may seem illogical, from experience of watching the sales, its often cheaper to buy the legendary edition on sale than it is to buy the DLC's on sale.
Generally though, yes, the DLC's do come on sale during the various steam Sales. I think its how I got mine. I don't recall paying much for them...
That's what I did. During the sale in which I upgraded, the DLC didn't go on sale at all, so it was much cheaper to just buy the Legendary Edition as an upgrade, of sorts.
But the Legendary Edition has been taken off the Steam Store, meaning you will have to buy the DLC separately anyway.
Yah, it was cheaper that way than buying the individual DLCs, or any DLC bundles.
