Very hungry vampire but no one cares?
Hi, I'm a Vampire and didnt eat for 3 days, so im in phase 4. NPC's should know now that I'm a Vampire and attack me, but no one cares. (In p1 I have those creepy eyes wich should also be a hint that im a vampire.. but hey)

Is it a bug or normal? I mean, its cool :D

It's normal. You're thinking of Cyrod Vampires that are attacked on sight after not having fed. Volkihar (Skyrim) or more specifically Lamaen Vampires do not suffer from this effect. They're always weird looking, but most folk in Skyrim just assume you got into a bad fight or two and mangled your face.

I believe they changed that with the dawnguard expansion. No clue why they would do that. My only guess is they did that because of the questline that requires you to be a vampire. I think there's mods that re-enable that feature if it bothers you.

The sun isn't that much of an issue. Honestly, even at full vampirism I hardly notice it once I'm sufficiently high-level. You don't suffer the effects of the sun while you're indoors, so the time of day means nothing when you're going through a dungeon. Really the only time it matters for me is when I'm travelling, because I'm the kind of player that prefers to walk everywhere. And even if you do have to be outside during the day (like say during a dragon attack), the dawnguard questline offers a solution to that. And if nothing else, you can just feed to reduce the penalties to almost nothing. There's really no benefit to keeping your vampirism high anyway, seeing as all the bonuses you get only make it easier to feed and reduce your level. I only did so once for roleplaying purposes (I became a vampire purely for the undead tag, so feeding would've been out of character since my character wasn't technically supposed to be a vampire story-wise).

Even if you're weary of going outside during the day, at least in Skyrim you can check the time to see if the sun is up or not before you leave an interior cell (you couldn't do that in oblivion, which was stupid, and the penalties for being a vampire out during the day were far worse, so this meant you had to pop in and out of loading doors to see if the sun had set yet).
