Because like I said, sometimes it just spazzes out for a bit. Welcome to Bethesda (apologies for the negative).
Did you add an exception for your game to your virus protection and firewall?
Did you try using a different internet, like hotspot, as a test?
Edit: as an aside I'm just curious as to why you want beth mods. Maybe it's one particular mod? The reason I ask is (for starters) IMO mods are simply better on the Nexus and you're not installing them with a mod manager when using beth.
I don’t know what else there is to do and yes it has worked before until recently for some reason when I took a break a year ago

and saw at a quick glance announcements that "TES Online" and "Fallout's" were Back online after maintenance just a couple of days ago. What that means for what you are trying to do I am not sure.
