Once you purchase it the next time you launch Skyrim Special edition you'll be prompted at the Main menu to install the content. This will take about 10 minutes or so and you'll see a progress meter for each creation as it downloads.

But it may take much more time. It could easily take 1-2 hrs. Bethesda servers are not that quick as steam servers. The size is 4+ Gb for english version. More for other languages.
But depending on your internet it might not be the best option.

bsa, esl and esm files are in the "Data" folder. manifest files are in the "Creations" folder.

Also keep in mind that with or without CC content your game is still Skyrim SE no matter what. There is no such thing as "Skyrim AE". It's an incorrect naming. What you call "Skyrim AE" is actually Skyrim SE version 1.6+. And what you call "Skyrim SE" is actually Skyrime SE version 1.5-.
Anniversary Edition is not a separate version of Skyrim. It's a DLC for Skyrim SE. Whether you have this DLC or not - if you have fully updated game it will be Skyrim SE version 1.6+.

If you mod your game, don't run it through modorganizer 2 or vortex, just run it as a program, direct it to your skyrim install, and run it. It'll basically make it SE with all your AE stuff kept intact
As to using Best of Both Worlds which states that you can use current CC content with the old .exe, there is this
