There should be a readme/instructions in the archive you downloaded, follow those to correctly get skse installed. NOTE: To launch/use SKSE you need to use the skse_loader.exe instead of launching from steam or the normal executable.
Then download SkyUI: https://www.nexusmods.com/skyrim/mods/3863
Preferably, install SkyUI using a mod manager such as Vortex. They have installation instructions on their mod page as well.
Add this to your load order and let us know how it works out.

and yes, you'll first need the correct version of SKSE64 for your game version.
I'd also note that it's not the best idea to mix the in-game mods menu mods in with your other mods. No because the mods are bad but because we don't want that system interfering with our mod manager.
So I used Vortex to find Skyrim: Special Edition, I installed SkyUI 5.1 into it, and launched Skyrim: Special edition from Vortex, and the game loads fine. I verified that SKSE64 is in fact installed by going into console mode (tip from a video I watched). But when I click on "MODS" in the game, it does not detect skyUI, nor does the skyUI even attempt to run. I will monkey around with this some more but damn this is ridiculous.
PS. Vortex also shows "1 active mod" (skyui) in the game square.

There is no load order with the special edition - that is part of my problem. The original had a boot up screen with mods listed that you could arrange the order - the special edition does NOT have that.
Now, did you install the mod I posted?
I used Vortex to install it, and I'm still getting the same result. Game loads. SKSE 64 loads, but when clicking MODS it does not find SkyUI and is not available in-game.
Where are you getting SkyUI from? Post the link.
From the Nexus website.
Go to the SkyUI Nexus mods page.
Read the sticky post by Vyxenne and follow it step by step (including spoiler buttons). IF you do EXACTLY as she states your SkyUI will work.
Thanks Vlad, but I followed the instructions exactly. Giving up for now.
Something is not right when SkyUI works perfectly for the original game but doesn't show up on the Special Edition.
I never said SkyUI was the problem. Having multiple versions of Skyrim at the same time is probably why it is not working even though I uninstalled everything and started from scratch. *shrug*
I give up though, I've tried everything. Guess I'm too stupid to figure this out. Glad I only paid $10 for the SE version.
Oh, btw, in the corner the version numbers are:
1.6.640.0.8 (SKSE 64 2.2.3 rel 6)
