the underking is either Zurin Arctus post numidum fight trying to get back his soul, Wulfarth trying to get back his soul after Arcus used it for the Mantella or an amalgamation of both as Zurin Arctus acidently partialy traped his own soul along with Wulfarth
the reason the Septims are imperial in oblvion isnt because Tiber was imperial its because his line married into the local nobility in Cyrodil so martian and Urial being imperial means squat the septim line had dunmer heirs at one point that doesnt make tiber a dunmer retroactively because hid distant offspring were and more than the septims in oblvion make him an imperial. TES race always takes after the mother not the father Tiber was a breton or nord never an imperial.
as for Talos He is basically
A. the souls of Zurin Arctus and Wulfarth freed from the mantela during the events of daggerfall fusing with the soul of Tiber septim and manteling the god they were already all technically part of anyway and replacing him retroactively before the mantela was destroyed because Akatosh sucks at his job.
B. Tiber septim got some of the good ♥♥♥♥ from Vivics stash and gained enlightenment and became a god
C. both and no A and B being mutually exclusive in a sane world doesn't matter.
