They no longer are scripted to do that.

You don't get those aggressive attacks, no. But there is still an event where a single vampire roaming the city is looking to attack just you specifically. That's not likely to cause collateral damage.

Well, that's a change I somehow didn't know about. And a nice one. No more having to either bumrush all of Dawnguard ASAP or refuse to go anywhere near a town until it's over starting at level 10, just in the name of not losing a bunch of merchants.

To me that only happens in Dawnstar and Morthal

Yes and good riddance it was very poorly thought out mechanic. It was far worse than Dragon attacking a town

Nothing like leaving Dragonsreach after enchanting your gear and arriving to several dead merchant npcs and guards cause the stupid attack happened at exact moment when i entered Dragonsreach and vampires that usually spawn are ungodly powerful.

You would think that specific situation is rare but nah i had more of these "off screen" vampire attacks where i noticed too late and was wondering wtf happened to some of the city's merchant npcs

Don't even need mods from what i recall you can enable them back with a console command.

Probably better not to use the console in preference to a mod - especially to those newer to the game.
Dawnguard Vampire Attacks Fix - https://www.nexusmods.com/skyrimspecialedition/mods/16701
Re-enables the vampire attacks

Removed to please casuals, but it was never a cool mechanic, it was annoying and killed too many important NPCs. Even if you completed Dawnguard, which was supposed to remove Vampire Attacks, eventually the game forgot and started them back up.... as I said annoying.

In Skyrim LE, these mods are "Run For Your Lives" + "When Vampires Attack" - both by Arthmoor, also creator of the Unofficial Skyrim patch.

In Skyrim SE, "When Vampires Attack" never arrived, as other users said, these attacks don't exist.

If you are talking about 32-bit, 2011 Skyrim LE, vampire attacks are still enabled. If you don't want them use Run For Your Lives.
