Report a translation problem
Possible fix:
HARD SAVE (Not quicksave, not Auto) YOUR GAME BEFORE you use a console command.
1. Open console and type Help "Dwarven Bolt" this should bring up sever entries one being something like AMMO: 02xxxxxxx where the x are numbers or letters (Likely you can find it online as well, DLC assets never change load order so are pretty reliable).
2. Next console entry type Player.additem the sequence you got above 02xxxxxxx where the x's are the numbers and letters.
That should work, but I offer no guarantees.
Edit: My bad forgot to add in you need to add number of bolts you want. So I will also give the Dwarven Bolt ID. Correcte ID because Dawnguard is 02, 01 I think is update.esm
So the command should be
player.additem 0200d099 1
That's what makes it so hard sometimes troubleshooting. I have forgotten fixes I myself have done. Years ago I installed Immersive Creatures which added Variants of Werewolves (adding Grey and Orange) which messed up Immersive Armors (some cloak with a werewolf hood) and I fixed it but I no longer use Immersive Armors so I have no idea where I made the change so I can't remove the change I made. Currently all my Werewolves have grey or orange bodies but Vanilla Heads (Black Fur).
