Report a translation problem
In the description, it says "Players can no longer be a Vampire Lord or Werewolf AND a Lich at the same time: becoming one will cure the player of their diseases and remove the associated transformations."
So it seems, no...you cannot be both a vampire lord and a lich.

Yes you'll have the strengths and weaknesses of every transformation.
There seems to be an option to "pacify" your powers which makes you Human yet still have access to the transformations and can still work with the Vampires.
Yes, you can choose what you want to be pacified, if you're a vampire and pacify it you will not gave any effects form being a vampire.
From the mod page
No passive resistances or weaknesses
No Dawnguard/Silverhand harassment
No weakness to silver, fire, or sunlight
No other human enhancements - the game does not consider you Werewolf/Vampire
You can still transform into Vampire Lord/Werewolf forms and access their perk trees - note that relevant perks that apply to humanoid form won't have an effect (such as vampire sneak bonuses).
Castle Volkihar vampires will still treat you as a vampire
So you can do the vampire quest-line without being an actual vampire, you'll still need to do Harkon's Vampire Lord tutorial but after than you won't need to use that transformation.
