So the short answer is NO.
The long answer is BSW, they make their games that way. It's a love/hate relationship.

The problem with expecting mods to fix everything is that nobody can predict every mod out there, so nobody can programme for them. USSEP fixes a HUGE number of bugs, ands is compatable with as many mods as it can be, but the programmers are still human, rather than some sort of omniscent beings.
I think the OP was looking to Buy the game and didn't want to spend money on a broken game.
After that OP needs to slowly learn how to mod the game, reading the pinned topics is a good start.
Not much more we can recommend.
Well I think we all agree to that. But I think the OP meant they didn't want to buy a game that has to be babysat to play it.
But with all we are saying, I can't think of a game more worth it than Skyrim of any vintage. It is just that cool, I feel if you haven't played it and modded it you are missing one of the greatest games to have ever come along.
