For the player, I can't say what looks best, only you know that. At the Nexus try searching "HP Preset" and "High Poly Preset", you do need the RaceMenu mod however.
Best hair mods are KS Hairdos, Apachii Hair, Xing SMP hairs and wigs, holiday gift hairdos, and Dint999 hair.
Said the same thing the other day, when you revamp your char's appearance to the point of pixel beauty then you have to do the same with npc's too else things look out of place.
If you have to choose between plastic puppets and super models, might as well go with... whatever looks better to you
Well, maybe Tempered Skins for Males and Females and High Poly Vanilla hair, but the latter is for the protagonist only iirc.

Just make sure you install for your body type

The skin mod(s) modifies the base textures - it updates appearance of both PC and NPCs unless the latter use their own special textures.

Bits and Pieces Skin RBT for male, female and kids.
Pandorable series will use all the above.
Gman749 series has a nice look without going overboard.
GLAM series has a few almost over the top to round things out.
The Kids are Alright has a patch for Bits and Pieces skin and they look pretty good.
There are so many combinations to try but all the above work good together for NPCs. Ceiling is the limit for your toon.
Don't forget to browse overhauls and animations, to give the game immersion.
