What are the best mods to improve the look of the NPC’s as well as the player character?

Best mods for changing npc faces are any mods from the Nexus that change appearance using the high poly head mod.

For the player, I can't say what looks best, only you know that. At the Nexus try searching "HP Preset" and "High Poly Preset", you do need the RaceMenu mod however.

Best hair mods are KS Hairdos, Apachii Hair, Xing SMP hairs and wigs, holiday gift hairdos, and Dint999 hair.

Thanks, I already had my eye on Racemenu and KS hairdos. I just don’t want to look out of place against the rest of the world

Said the same thing the other day, when you revamp your char's appearance to the point of pixel beauty then you have to do the same with npc's too else things look out of place.

If you have to choose between plastic puppets and super models, might as well go with... whatever looks better to you

None. They're all alien and plastic ported over to Skyrim from SIMS.
Well, maybe Tempered Skins for Males and Females and High Poly Vanilla hair, but the latter is for the protagonist only iirc.

Every time I set up a load order, right after I install the mods for my character (PC) I go in game and check them out. Mind you this is before I setup my NPC overhauls. So once I check out my PC and all is well I'm then always noticing how much better all the NPCs look before I get into installing those mods. The biggest difference that accounts for those changes is from the skin mod. I use Tempered Skins which I highly recommend.

Just make sure you install for your body type

Note:
The skin mod(s) modifies the base textures - it updates appearance of both PC and NPCs unless the latter use their own special textures.

Pretty close to nature is possible with with.

High Poly Head
High Poly NPC Overhaul
High Poly Vanilla Hair
Bits and Pieces Skin RBT for male, female and kids.

Pandorable series will use all the above.

Gman749 series has a nice look without going overboard.

GLAM series has a few almost over the top to round things out.

The Kids are Alright has a patch for Bits and Pieces skin and they look pretty good.

There are so many combinations to try but all the above work good together for NPCs. Ceiling is the limit for your toon.

Don't forget to browse overhauls and animations, to give the game immersion.

Most of the "Kala's Eyes" mods to add eye textures

"A Dentist for Orsimers"

This gives me a nice, consistent look and feel. My character does not look like a supermodel at a Mr Potato Head convention.

High Poly Vanilla Hair
KS Hairdos
The Eyes of Beauty

I’m sure there’s plenty more I could try out but this makes everyone look good but still in keeping with the games graphics.
