Special Edition is 64 bit, Oldrim(LE) is 32 bit. Other than that, they are pretty much the same game.

Edit: LE is hidden on Steam, but you can find links to it if you look. It's rarely on sale though. The base game is 19.99 and each dlc is 19.99.
