Of course if you have Courier based mods installed.. All bets are off.
I would test it out but I have Pretty Courier so not sure I can. I do know the Couriers on the road are the old vanilla ones and I have found them dead quite alot.

Obviously, any mod that touches the courier can change this - intentionally or not.
edit: there was no fix by the way, they had to reload a save from before they killed the courier and lost many weeks worth of playing.

Those commands won't have any effect on the courier. And there are mods you can use that enable the ability to get achievements again when using mods.
