11 years after the release of the 'Legendary' game 'Skyrim'.
And here we have someone saying it's combat seems "Outdated", 11 years later, it's combat feels "Outdated".
Of course it does, it's 11 years old, but, many games nowadays struggle to even achieve even that one simple thing that 'Skyrim' didn't do right for 'You', the combat experience.
Personally, I like the feel of it, it feels old and classic yet it never gets boring.
11 years later and the game is considered "Good", when it came out it was considered a "Masterpiece", it took years for the game to be considered "Very good" and from what I see nowadays, 11 years later it's still considered "Good".
Boy oh boy... Skyrim still has it, were most games fail, Skyrim succeeds. Most games nowadays last 1 or 2 years before called "Old", and are tossed to the side, never to be heard from again, yet here we are calling "Skyrim" in 2022 a "Good" game, that brings a smile to my face. :)
For your question, if you are playing the Skyrim SE, there should be a mod menu in the game it self, thousands of mods, I'm positive some of them will fix you up, have a search.

Pretty sure that attack speed and aim speed is not affected by level, not in archery nor in melee. A character with level 100 one-handed will attack at the same speed as a character with one-handed, provided the weapon is the same. That is tied to the weapon type in the case of melee weapons and in the case of bows the individual bow, where draw speed can vary quite a lot.
Obviously subjective but to me, Skyrim's combat has always felt outdated, even on the first day of its release. Of course, combat isn't the main focus of the game, despite being a major part of it. It's an open world roleplaying game with plenty to explore and lots of quests, characters, side content, and factions to complete and interact with.
Perk can affect combat speed, for weapons all weapons of the Same type swing at the same speed, skill has no bearing on swing or draw speed, but the relevant perks that require a certain level do.
Bows are different than melee weapons, the heavier the bow the longer it takes to draw unless is enchanted to draw faster Like Zephyr and the Bow of Shadows.
You had pretty high standards for combat experience back in 2011... I still remember playing my first video game back in 2001 and everything blew my mind away, Skyrim rocked my world.
But that is your personal opinion, fair enough.
Alright, maybe its not necessarily "outdated", but more so I've become used to the combat in modern-day games. There's something about landing a parry just right.
Like I said, its still a good game, I'm personally just not a big fan of the combat. Perhaps I'm not far enough to get a good taste of it. I forgot I could dual-wield weapons, that might help.
And I am using mods, by the way, but nothing that drastically changes the game.
Yeah the worst part is that your character is uncontrollable and can't move when you attack with weapons. Skyrim combat managed to be even worse than Oblivion
The list of games that do better action is very long though.
