It is differently colored because some kind of Graphics mod is shifting the pitch of the texture
Hope I helped, try looking at your graphics mods and see what works.
Go to your SkyrimPrefs.ini and set this which is located here:
C:\Users\Owner\Documents\My Games\Skyrim Special Edition
and under [Display] set as follows (or if using Bethini you can change it in there under Custom):
bEnableProjecteUVDiffuseNormals=1 (if it's 0 change it to 1)
If it makes no difference change it back
Nordic Snow (aka HQ Snow Texture)[www.nexusmods.com] These textures are 2048x2048 which is also the same as the original snow textures in SSE. Hence, these textures won't cause you any harm as long as you can pull of the original.
Blended Roads[www.nexusmods.com] I use the Really Blended Roads option
Misc. Blended Road Fixes[www.nexusmods.com]
Nordic Snow - Blended Roads fix[www.nexusmods.com] check load order from this mod page comment section
We only want a patch from this next mod (works perfect for Nordic Snow).
Fluffy Snow[www.nexusmods.com] Install Fluffy Snow - Blended Roads Patch from Optional Files.
then I'd add this last instead of Better Dynamic Snow:
Simplicity of Snow[www.nexusmods.com] A light-weight snow mod designed to minimize conflicts. Uses your own snow texture and removes snow from under roofs.
Remove Landscape Vertex Color

Snowy Landscapes in Snowy Regions

You might have a patch that is calling for BDS but Blended Roads has no requirements.
(if you do then get rid of that patch and get rid of BDS)
There is a FOMOD installer that comes with Blended Roads (I hope you're using a mod manager). When the installer pops up you'll have 2 selections to make and should select "Really Blended Roads" and if you are using SMIM then Make that part of the 2nd selection.
That's it. Then follow the rest of my post from above.
When you are done you'll have to start a new game.
