I did not uninstall any mods.
You maybe picked up something and was accused of theft by a bird. Ever have an npc run up to you and say something like 'lucky you to find that lying around, you beat me to it', when no one was in line of sight of you? I think the fish are spies as well...
I somehow have a 40 septim bounty in Eastmarch. I think I friendly fired a lot of people with destruction magic when fighting with a bandit near there. Not sure why random people in Whiterun would care.
Edit: I might have killed a chicken in that scuffle.
Punch a guard and pay the fine you get from punching the guard and you'll be good to go. Just, store any stolen goods first.
Just a slightly different manifestation of it.
I've narrowed it down to a mod called Immersive Guard and Power 1.2 and another.
The description does say 'allies become enemies'. But local militias from that and other mods travel to other parts of Skyrim and will attack outside of their hold if you have a bounty. If one of them turns on you if you don't have a bounty, local guards won't react but a wandering guard from the same hold will and defending against the attack generates a fine. Worse, if an Imperial or Stormcloak patrol from the same hold was nearby, they'd attack too.
The other one is Populated Skyrim Hell Edition. After removing the first and loading a vanilla save, a random patron in the Drunken Huntsman attacked and everyone attacked him.
Later in the game, everyone including Elrindor attacked. After exiting the Drunken Huntsman, guards and everyone else started attacking Elrindor who had followed me out, but not me.
So far in a game without either mod, I've gone multiple levels without random attacks except by hunters and Vigilants. But those are probably from encounter mods or because of Alternate Actors or the Playable Monster mod. Not a biggie worth restarting over.
But I'm not surprised someone added it into a mod deliberately, there is little someone somewhere would not add into a mod.
Skyrim Unhinged was fun, but a bit repetitive at times.
