Check your game executable which is located here:
\SteamLibrary\steamapps\common\Skyrim Special Edition
Look for SkyrimSE.exe then right click on it and select "Properties" then the "Details" tab and look at "Product version.
As far as SE is concerned it's all Skyrim Special Edition
The base game now comes with 4 Creation Club items which are; Fishing, Saints & Seducers, Rare Curios, and Survival Mode in celebration of Skyrim's 10th Anniversary.
What you are calling the "Anniversary Edition" is actually an Upgrade that costs $20.00 and consists of all of the above plus another 70 Creation Club items packaged into a Anniversary DLC. The version is also 1.6.353
The bug you are referring to is a FPS bug, make sure your FPS does not exceed 60

When you install mods you do have to be version aware as many mods have 2 versions
1 for game version 1.5.97
1 for game version 1.6.353 - some mod authors call this version "AE". Blame that on Bethesda's bad marketing. But for 1.6.353 you would want to install the version marked as for "AE".
Also verifying file integrity would probably do it.
