This doesn't look like quest ID to me. What's the name of the quest?

Judging by the "cc" part it's probably one of the quests added by the AE DLC.
Though I don't have that DLC so I'm not really sure which quest exactly.

I'mma google it.

EDIT: It's a quest called "The Cause", but I can't find any quest stages

Yeah, I thought the same, but still looks more like the name of the plugin rather than quest ID. But I could be wrong.

Try showquesttargets command in in-game console. It should show you current quests and their IDs.

not sure which CC it is was it a new CC when AE came out, because I know certain CC quest got new setstage id's for instance the new end stage of the elvenhunter quest was 60 but is now 100

If you're doing the "Cause" then you're using the wrong quest ID.
The Cause is ccBGSSSE067_Quest

Specifically the end there, 67 not 63

I would advise against quest stage console commands but it's your game.
