Yep, this mod causes the NPC to go back to their updated routine when not following the player, unfortunately it does not recognize the Stewardship of Golden Hills.
I find the best person to hire (with Immersive Citizens) is Erik the Slayer from Rorikstead, even if he won't stay at the Farm he is still close by.
2- you can only chose between a few NPCs to be Steward as well, although more choices than Farmhands. The hiring process for a Steward is different than just asking someone from a city to be a Farmhand.
You have to actually take a follower to be Steward. Physically, take them to the property, and sometimes you must take them inside the house, to get the Steward option to show up.
Fendall or Sven will easily make a Steward for the Farm. Some steward potentials have quirky dialogue options and are buggy.
I usually hire Marcurio who's at the Bee and Barb in Riften. He's always there for me to collect.
I'm not sure about the whole uninstalling and reinstalling CC content. ...and just got rid of it for now? That's like saying you are going to disable Dawnguard because a Vampire glitched. It's part of the base game. You shouldn't be uninstalling CC content.
How, since to hire someone as a steward you need to take them to the home/plantation?
Did you build the farmhands lodging?
Have you checked inside there, and around the farm?
