Letter, what letter we talk about the house in Whiterun there isn't a letter unless it's from a mod. As Lady Aeleanor says don't you have options to decorate the house? If you got the key try to enter it (wouldn't be worried about not paying for it)
Proventus give me a choice to buy a house, but when a buy it (pay 5000 gold) the money stay in may char and the key don't appear in my inventory.
How many mods do you use? Adding mods and removing them during play?
This should deposit the key and the decorating guide in your inventory, complete the entry in your journal to buy Breezehome, and should make Proventus able to offer you upgrades for the home as normal.
Since it’s a console command, there’s no guarentee that it will work flawlessly, so if you try this make sure to make a hard save before doing it just in case.
I’m fairly certain that the OP could not have gotten to the point where he is without having done so.
If memory serves me correctly, you don’t get the option to purchase property in Whiterun until after you have been made Thane - which is bestowed to you after you have defeated the dragon at the Western Watchtower (which doesn’t occur until after you retrieve the Dragon Stone for Farengar).
The bug the OP is experiencing is an uncommon but known one that can occur in the vanilla game (according to the UESP page) with any buyable city home - no matter how many times you select the option to do so, it just doesn’t register your purchase - money isn’t taken from your inventory, and you are not given the key/decorating guide.
The only suggested “fix” is the one I mentioned above.
"Setstage HousePurchase 10" will have no effect as OP already has the house buying conversation with the steward (see post #5), only nothing happens. Either a quest variable is not set or the attached script has not been executed properly.
OP could check the value of a quest variable with the console:
Using that console command is supposed to put the key/guide in your inventory, transfer ownership of the house to you, and move the steward on to offering upgrades but without having to spend the money on the initial purpose.
That’s what it says.
Does it work? I don’t know, I’ve never had this issue occur so I can’t speak from personal experience.
@OP - make a hard save, try the console command, and then tell us what happened.
I don't only check UESP, but also check the Creation Kit, SSEEdit and any scripts related to the quest.
Is it possible whoever wrote it meant 100 as 100 is usually the “completed” stage?

Just tried it.
Was just starting a new character anyways.
First, I was incorrect about when you can buy the home, it's not after Dragon Rising - it's upon completion of Bleak Falls Barrow after you hand over the Dragon Stone. Those two quests are so close together they kind of run into one another - Balgruuf tells you you're allowed to purchase Breezehome for your assistance in getting the stone for Farengar after he's done talking to the guard from the Western Watchtower and asking you to accompany Irileth to investigate. You're not made Thane until completion of Dragon Rising when you return to Balgruuf after killing the dragon.
Secondly, using "setstage housepurchase 10" worked.
After having completed Bleak Falls Barrow and Dragon Rising (and my trip to the Greybeards), I stood in the middle of Whiterun and entered that console command. The key to Breezehome and the decorating guide were added to my inventory and the journal entry related to buying Breezehome was marked as "completed". Interestingly, the console command DID empty my pockets of gold - I had about 800.
Don’t know if doing this will empty your pockets of all gold no matter what amount you have, or if it’ll only empty them up to the amount that the home costs.
