Where exactly did you download FNIS from and how did you install it?
Honestly, unless you know what you’re doing ahead of time, I would suggest you use a mod manager like Vortex and download mods through Nexus.
Vortex will handle things like putting the files in the correct places.
I went to NexusMods, downloaded manually "FNIS Behavior 7_6 XXL", "FNIS Creature Pack 7.6", and "FNIS Spells V5_0_1 -- ADD-ON for the spells", then went to ModOrganizer 2, used 'Install a new mod from an archive', installed all three (changing the names instead of merging or replacing), then tried going into the Skyrim/Data folder to find the tools and run the Generator program.

in the mean time I'd suggest Nemesis[www.nexusmods.com] over FNIS but that's me.
That is your issue then, fnis when installed under mo2, does not go in the data folder it should be a seperate mod in the left pane of mo2, which you the activate, and to run it you should add the executable through mo2 using the configure executables icon on the menu bar, and pick the fnis exe from the mo2 mods\ area, then run fnis through mo2 like you would any other executable running under mo2.

Pandora is backwards compatible with both FNIS and Nemesis.
It has been mentioned a couple of times in posts over on the lovers lab forums, pandora does not like either devious devices nor zaz animation pack, which may or may not be a problem, though it may have also been fixed in a newer builds as this was from posts last month from what I remember of them.
