I don't know if any of these specifically will fix it, but they fix a lot of issues related to this kind of thing, and you should probably just have them installed anyway. I hope one of these ends up working for you. I don't play 4k so I don't have any more information

Here's a modding guide that makes it easy to learn if you aren't sure how to do it correctly. The mods I listed are included in the guide, along with a bunch of others, but you don't really need all of the mods the guide includes if you don't want them.
I'd recommend following the guide up until the end of the "Tweaks" section for a comprehensive bug-fixed experience that works properly on modern hardware. I'm sure you can figure out what each mod does if you want to pick and choose

Add bSAODownscaled=1 to the Display section of Skyrim.ini and the Imagespace section of Skyrimprefs and the problem will stop. The SSAO will also be worse unfortunately, but it's much better than off and the glitch at full.
Maybe as more people adopt 4k monitors this glitch will get more attention and a real fix.
