Stiff Tails? Heres How I Fixed It.

steamapps\common\Skyrim Special Edition\Data\Meshes\auxbones and change the folder called tail to tails.

That instantly fixed all the weird stiff tails bug which is often caused by different animation mods. For example mounted combat absolutely destroyed my game. Not only made the tails stiff as nails but also made so no one was sheathing their weapons.

And if you are a Khajiit, stop drinking skooma. That should also fix it.

PS if it does not fix it, then I have no idea. I spent five hours reinstalling the game and installing it on another pc just to compare the files and noticed that a few folders changed names. And one of them was the tails folder.

I can't believe this is a solution, and I also can't believe that it completely fixed the problem for me, as I'm remodding following The Update.
