That said, the System Requirements on GOG indicate that only 12 GB is needed, but the Size is listed at 24.2 GB on the store page. Something seems weird, to say the least.
EDIT: Okay, so looking at the files, it looks like the GOG version downloads every language pack available, rather than just having a single one selected and downloaded on install, so that increases the size by 12.7 GB.
Oh, also
is incorrect. That sale price listing is for the AE (which you can verify as being the same in the OP). SE is 67% off its price, so you're actually looking at 13.19 USD.
More testing is needed, but as far as we know, any mod updated to Address Library Steam version 1.6.640 might work on GOG 1.6.659 as well.

As far as the price that was a copy & paste directly from the Website.
Any game on GOG with multiple editions has a dropdown that allows you to switch between said editions on the store page. Skyrim is no exception. Just like any optional edition that comes with something like a season pass, things in the optional edition may or may not be available as DLC separately.
Regardless of it's a copy-paste, it's still flatly incorrect.

They of course have 2 other versions that come with the Anniversary content (all 74 mods) plus of course the base game.
And they have a version that is strictly the Anniversary Content.
Here's what a user on GOG had to say:
"As of date you get Skyrim SpecialEdition Version 1.6.659.0.8_(64bit)_(59094) on GOG
The 'real' Skyrim Special Edition was Patch 1.5 and earlier, so you get the Skyrim SE patched to Anniversary Edition no matter what - but without the Bethesda Net and Creation Club nonsense.
The Anniversary Edition / AE Upgrade is just additional Creation Club content, So you can easily skip on this or at least get it only on a steep discount!
Rather support the REAL modding community on Nexus and ModDB instead of Creation Club.
Nexus Manager Vortex 1.6.12 and up does support Mods for the GOG-Version, already!

GOG simply renamed them but they are all version 1.6.xxx from everything I've read and technically they are all Skyrim Special Edition. Yeah confusing.
Oh, and the Creation Kit does not work with the GOG versions. However mods made with the Creation Kit will work on the GOG versions.
Also not ALL mods work on the GOG versions.
Just like if I buy a "Deluxe Edition" of a game that includes a season pass, it's still the same game under.

What is in dispute is the price.

GoG has it's own runtime version at game version 1.6.659 at the present time.
The SKSE team actually has a GoG specific SKSE extender version.
The real question is if mods like address library will be able to support both the Steam and the GoG version with one mod or not. It seems that at least in Address Library's case that answer will be "yes" as far as the SKSE plugins are concerned, I'll assume that any mod that doesn't otherwise use address library will have to have independent versions. I can imagine that RaceMenu for example might have to have a Steam and a GoG version unless Expired makes some changes to how the mod functions.
What we could really hope for is that this will be the LAST of Bethesda's pointless changes to both Steam and GoG Skyrim, and the community can just be left alone to mod in peace.
The main issue is that it's ALL Skyrim Special Edition. GOG renamed their sales packages but it's all SSE.
Which is not a bad thing and probably a good thing for many, especially if you don't care so much about modding. You can mod the GOG versions but their are restrictions.
In the end choices are good. Different strokes for different folks.
