Also do you expect me to be an IT Tech guy from the get go as I picked up my first PC ever last week. If I could fix it by reading about it then I would've have, I've even followed a full guide on how to install it and by the end of it the ENB still did not work.
Don't worry, I assume that guy has some real life personal issues. I've already blocked communication from him. He just hangs around these forums and goes around being condescending to people that he feels superior to. You know the smart thing for him to do would be to just not respond to posts that irritate him, instead of going around just being a jackass.
as to your OP. I unfortunately am not that savvy with modding but I just wanted to show my support for you and hope you find answer since I am also learning to mod recently and was looking into trying the Ultimate Immersion guide for SE.
Have you looked at Ultimate Skyrim from BelmontBoy by chance? I attempted modding for the first time using his guide and I got it done in one "go" without having to do any troubleshooting. It took me a whole day to setup but BelmontBoy is the only one (that I know of so far) that has provided a streamlined guide that is easy to follow and straight to the point and delivers excellent results. The only down side is that It is only for the LE version. But if you are looking for a more immersive and engaging skyrim, I would consider looking into Ultimate Skyrim from BelmontBoy.
Second - Grumpy is actually one of the more knowledgeable and helpful people here - if he seems grumpy, it's well, because he's grumpy. We get a lot of people asking for help who do not give info or do any work themselves - so sometimes, it gets frsustrating.
Now, to your problem. As you are new to PC gaming and modding, you absolutely MUST read the following, and do all that they say you need to do:

A final note. Do not attempt to overreach yourself at this point. Get a stable base mod list built - 25 to 50 mods tops. Once you have a stable base to build upon, THEN you can start adding gradually to it - testing as you go. At this stage - as someone new to PC gaming and modding - attempting to install a large mod list - even one posted on Nexus or elsewhere (many of which are NOT reliable) - is more likely to end in disaster. Take it one step at a time, and make use of all the pinned topics. And, if you have any questions, just ask (providing all information possible). There are a great number of knowledgeable people around the forums.
As to that last - it can be confusing and bewildering as to who you should listen to. Read the last section in Helpful Links and References titled "RELIABLE FORUM REGULARS" to get some idea regarding this. Just because a person may not have been polite at first encounter, does not mean that they are not someone you should listen to. And, on the other hand, just because a person is friendly and polite, is not necessarily indicative of them knowing anything at all about the game.
well I guess you focused on Grumpy's grumpy attitude unstead of the content of his post.
there is no Ultimate Immersion ENB for Skyrim SE it is for oldrim, it requires Opethfeldt ENB which also is only for oldrim. they both have dll's there is no way to use the 32 bit dlls with the 64 bit engine,
well saying no way is not 100% true, I have written a thunking bridge, but that requires OS level software knowledge and good understaning on how windows handles addressing.
If you have the dll source code it is easier to just port it to 64 bit
No I expect the people do whats important while modding, reading mod pages and know the basics. And I expect also that people are somewhat clever enough to see that you download a mod for the old skyrim and not for the new one. Why else would there be 2 different Skyrim versions on nexus?
furthermore, ENB is a preset its not a mod > so much for lacking the basics. you can search for ENB all day long in the mod menu you will not find it.
not to mention that you need external exe files installed so that ENBoost can work in the first place.
and last but not least, like already mentioned, even when installing correctly then you still install the wrong skyrim version. and the ENB for oldrim has not the same features like the ENB for special edition.

You're trying to install ENB for oldrim and wonder why it's not working. Claming you've read the guides, mod page and all that.
On top of that You're calling someone toxic because they literally wrote what information is usually needed to help YOU for the love of Talos...
I find it absolutely hilarious from people like you who think that everyone should invest as much time as you in the same hobby.
I cant speak for the OP but I could give a rats ass why and how mods work the way they do. And while I do appreciate the people who "attempt" to help, I don't want to and will not spend my time learning the complexities of modding, all I care about are the results so I can play the damn game. All I want is a straight forward "step-by-step" guide on how to get it done and let the people who "have the time and passion for modding" decide whether or not they want to open up their gifts to the community.
BelmontBoy's guide is proof that you don't have to spend every waking hour learning to mod in order to have a successful modded skyrim experience. I don't know a damn thing about it and all I did was follow someone else's guide "who gets it" when presenting a guide to people who aren't as software savvy.
If you are like me OP, then I would just follow BelmontBoy unless you don't prefer LE. He doesn't talk down to you and doesn't treat you like a kid. He only cares about sharing his vision of the game and does a great job at streamlining it for people like us who don't want to spend the time understanding the "ins-n-outs".
And THAT ^ is the crux of most modding problems, heck probably alot of other problems, too.
People dont care for the fundamentals and spamming in the end various modding forums with the most simple problems they could have avoided if they read 5min more. And in the end they getting frustrated when people are just completely annoyed of partly braindead question and replying with just standard answers. and in the end, the people who tried to help are at fault because they dont write a detailed problem report and 100% successful helping guide.
In my opinion, if you dont have time to mod then dont mod in the first place. Same goes for people who playing on some ancient tech and raging how badly optimized a game is > if you dont have money for a hobby then look for a different hobby.
Bethesda modding is per se time consuming.
Gaming in itself expensive because to stay somewhat up-to-date with the hardware.
In some way you could also say that these people are selfish. You dont care about others, the time of others and want handed everything on a golden tablet even the most simplest google searches? Fine by me but then in the same process I dont feel bad that I may hurt your precious little feelings because an answer is more aggressive as it should be.
Tell me could You help me resolve my problem with car? No? What do You need to help me? More information, right.
For this day I have no idea how and why all this(modding, patches, memory etc) works and I propably will never understand it. But I have stable oldrim with over 500 mods. Why? Because I read what mod authors wrote, I use google and for the love of Talos I am not trying to use mods for SE in oldrim...
On top of that people even get but.thurt when someone tries to help them and asks questions(look at the 2nd post in this thread). Or perhaps people are so fragile that You need to really watch out for them, because words can hurt, huh.
If u really got ur first PC last week, the LAST thing u should do is modding Skyrim!!!!!
PERIOD!!!! Save urself the hassle.
If u get annoyed by a simple answer like this, trying to play a modded Skyrim will make u throw ur pretty, shiny new PC out of the window!
