Usually if you do a crime, you are taken to the Whiterun jail, even if you only have to pay a minor fine for a minor crime. Like punching a guard outside Whiterun, you get arrested but are immediately released inside Whiterun. That is another way to bypass the gate.
If you use the Live Another Life mod the gate is not locked as there are no dragons about for them to lock down the city. As if a dragon would try to enter through the gate lol.
But you were seen, it may have been a rabbit, a Fox, a Butterfly (not 100% on the Butterfly) and whomever, whatever saw you, reported you to the authorities.
What you need is mods.

In fact Many a time I have been victimized by the Skyrim Criminal System as I was walking along a road NOT worshipping Talos only to be assaulted by Thalmor whose superiors claimed I MURDERED (Technically I did but they started it...and like every day in every grade of school....guess who was not believed and blamed? Yep, ME. I get it. I just have that sense of being that makes people want to <blank> with me. Many a time I have stood before a Mirror and said. I hate that guy.

You might also like to get the unofficial skyrim special edition patch (USSEP). This will help fix a lot of bugs in the game.

And since you would use mods, you will need the achievement enabler patch

That way you can keep getting achievements even though the game is modded.
no you don't need achievement enabler. Use skyrim engine fixes instead, it fixes bugs with the game engine and allows achievements to be active with mods.
