I don't know if the "Undying Ghost" is the best but he is Damn Impressive, he is very OP if you get him early and if you're actually playing a mage it's even stronger.
Maybe the Bone Colossus is better, but I have not gotten 100 conjuration to try yet.
True, but once that dragon lands they get stun-locked into Oblivon by their Deadric greatswords. First time I saw it happen was at the college when a dragon was stupid enough to land in the courtyard, the Arch-Mage summoned one and it just repeatedly smacked the dragon in the face while it is being pelted with spells from every angle, it was pretty cool.
You summon two and they just carve up everything in your general vicinity. They are surprising not master spells either, just expert. When I played a mage about a year ago I ran with a Dremora Lord and a Seeker. Seekers have ranged attacks and they also summon a copy of themselves so you get a 3rd summon.
