It worked for me during those 3 years but now i can´t even play Skyrim SE with everything disables and despite having update Vortex and the SKSE64 thingy. My experience is not only good with it but I found it comfortable, but again I short of stopped using it when the constant paid mods intrusion was constantly updating Bethesda games, it just made playing modded game imposble because every singel week everything had to be updated again. Maybe it´s not a good program and I just like how it seems easy to do so.
Vortex is a perfectly fine mod manager, most issues can be solved with a clean reinstall and starting again.
Watch the Vortex tutorial videos by Gopher in this guide which also has instructions for properly setting up SKSE and with the correct versions

I had issues when the mods were all installed, I was stuck in this infinite loading glitch on the main menu (where a wheel in the bottom corner would keep spinning, I left it on for 48 hours once and no improvement) I go to MOD2 and I don't have that problem anymore. However I like MOD2 as it installs mods in separate folders instead of in skyrim directory, so you don't run into issues.
Like i said I use Vortex with self organize mods, and if order is giving you problems you should try out. But, out of the blue, and simply looking at the list, you´re not following any order it seems.
You are installing stuff that adds animations or weapons and then way down the actual plugins to make them work properly. Every mod that ALTERS basic game files ALWAYS have to be on top of mod that ADD stuff, and files should only be overwritten if the description of the mod indicates so, if not, always prioritize the plugins files. I really can´t go over the whole list because it´s a lot and I don´t know all mods, but I can also tell you have tons of game chaning addons, just for RaceMenu you seem to have like 5 different ones, and granted some may be complementary, but the clustered disorder of that short of thing is bound to cause some conflict. Also mods that add armors and weapon should always be the latter ones, it´s a model, you don´t need the game to load that before a mod that changes inventory for instance.
EDIT:
"0262","+","Apothecary Food and Drink Addon - Eating Animations and Sounds Patch"
"0263","+","Apothecary -Food and drink addon"
See? you have a patch loading before the actual addon, how would you expect them to work properly?
.... I´m sorry, but what´s the issue then? OP is about "what´s the right order" and now you say "everything is in the right place"... soooo, what are we doing here?
