Because even with all the perks and 100% conjuration you eventually reach a point where there are enemies you can't raise no matter what.
I want to say you can only raise up to Great Soulgem Level with Dread Zombie but I may be wrong 40-50. But don't take it as gospel as I don't usually do Conjuration plays (if I do I use Daedric Lord and not undead based spells).
if you're playing on adept or higher especially.
consider grabbing some mods that revamp the magic skills by adding new spells to the schools you find the worst. conjuration and destruction really benefit from having higher tiered spells added for lvls 60-100. plenty of mods cover this, and tend to be stand-alone and cross-compatible. just have to pick the ones you think you'll like best.
But yes, they severely gimped the Dread Zombie spell, as well as Snimal Allegiance and Kyne's Peace. The animals you REALLY need them to work on - bear, sabrecat, etc - are immune.
Even the Ritual Stone power won't raise some powerful enemies - the ones that would be the most beneficial.
Unless you make a mod that removes their immunity.
Zombies are quite useful with OBIS enabled because the enemy hits really hard and having extra cannon fodder is a bliss. I guess I'll have to look for a mod that fixes this problem...
