Because ISPs take money from morons and don't administer IQ tests before providing thier services.
I have no idea what my IQ actually is, big enough to check mod pages to see if mods are compatable, but apart from saying vague generalities I have no idea.
The very same computer you are accessing Steam to make these posts.
How about this radical idea?
INSTALL ONE MOD, MEASURE YOUR DPS, INSTALL THE SECOND MOD, AND MEASURE YOUR DPS AGAIN!
If your second measurement shows your damage has increased, then your answer is yes.
Alternately, you could go on the MOD PAGES for both mods and ask this very same question there.
Don't worry about the other responses, they are from NEETs for whom posting on an internet forum is a tough task akin to construction work so you can't ask their big virgin brains to do something like answer a question

Testing things on a junk save is one of the few times when console use is advisable.
Apparently posting isn't as tough as doing a google search for the information you want like the OP, or being a ♥♥♥♥♥♥ white knight like yourself.
OP, if you don't know where the mod pages are to ♥♥♥♥♥♥♥ read about the mods, how are you downloading them in the first place?
