Sometimes I use power attacks; other times I save my stamina for bashing, sprinting, or dodging. (TK Dodge).
That's because Skyrim IS NOT about numbers or efficiency; that is one of the reasons that a lot of the data is hidden to the player.
That said, spamming Power Attacks is pointless as you will just run out of Stamina, leaving yourself open to all manner of buggery. Stamina is the life-blood of combat. Conserve it. Use it wisely. Besides, the sole reason for Power Attacks is to break blocks and/or stagger, while dealing some damage.
It's not an efficient way of fighting at all.
You need to combine the two types of attacks (or more, depending on your build), to attack effectively without gimping yourself too much. This varies on the enemy, number of enemies and your positioning, obviously.
Don't be concerned with efficiency, or you kill the game. You can be "efficient" and suck out the soul, and any difficulty, from the game or you can just organically play it and maybe enjoy yourself. If you find enjoyment more from spreadsheets than gaming, then may I suggest you play an MMO and try to get to the cutting edge of end game raiding? Really tweak out for that 1% more DPS.
- approach enemy and open with a shield bash to stagger them
- start making normal attacks at the staggered enemy
- time an animation cancel such that your power attack hits them after a normal attack and just after the enemy fully recovers from their stagger
- if the power attack staggered them then repeat the process with more normal attacks
- if the enemy isn't staggered then back off to bait an attack from them and treat the recovery frames like a stagger
- if the enemy is in a neutral animation then repeat from the first step and approach with a shield bash to stagger
