Graphical mods making the game look worse
I got some retexture mods and installed them correctly, load oder in LOOT, etc. But as soon as i go into the game, and the textures look terrible, even worse than the original game on low graphics settings. Why is this?

What textures did you download?

Just some ones off the top files, landscape, buildings, and the like. Just a note, I modded it a while ago and it looked nice and unistalled the game and all mods, now it just looks bad.

I think I'd check your graphics options and make sure they didn't get reset somehow.

Yeah I don't see how thats actually possible. Skyrim SE doesn't even have a texture quality setting. Maybe your GPU is bad or you have a 3rd party app messing about with skyrim.

With just retextures the lighting still looks bad. You might want to install one of those ENB packages. Always read what they used to get the look in their preview screens. This is how you get those rich colours.

imo Lighting mod+ENB > vanilla lighting+retextures

Better textures is only interesting imo if you have a good lighting setting + ENB. Oh and that water mod, the most popular one on Nexus is very nice too, but make sure you use the preset for the lighting mod you are going to use.
