Best race for stealth archer build?

It's completely irrelevant, all characters can max out all skills, and those starting skill points level up so fast it makes no difference.

Wood elf has a bonus skill level to archery and sneak at start
Kittens have a bonus to sneak and iirc a bit to archery at start.
etc

Depends on what racials you want, survival mode/mods you use, etc.

In the end even an imperial assassin will match any other in damage and stealth

Define "best" ... there really isn't much difference between the races in default since racial skills are just a bonus to your starting value and can be overcome ... however with that said; if you care about the starting value of skills it would be a tossup between wood elves and the kats.

In Vanilla Skyrim.....Bretons, Orcs and Argonians are pretty much superior to everything else because of their racial powers and passive effects.

Starting bonuses are easy to level off with everything else. This isn't a real RPG, even compared to Oblivion, and that's just sad in itself since Oblivion was even less of an RPG than Morrowind. At least in Oblivion your gender and racial bonuses mattered.

You can be an Orc wearing full Daedric and still be a stealth archer.

Argonian because the unarmed damage bonus makes the half dozen fistfights easy to win and histskin is probably the most useful racial ability along with waterbreathing.
