Download from Current SE build 2.0.7 (runtime 1.5.39). Drag and drop the .zip contents into C:\Program Files (x86)\Steam\steamapps\common\Skyrim Special Edition (or whatever your folder for the game is). Click yes on merge folders and replace files etc. Run Skyrim EXCLUSIVELY though skse64_loader.exe. Be sure to disable auto-update for the game, as Script Extender will break if you have a newer version of the game.
You can't disable them entirely ... BUT what you can do is set your game to only update while playing (under the properities tab as I recall) and then only launch it from your SKSE icon (which you have to do anyways to use SKSE).
No, it won't update if you do that; however what happens is that SKSE has a "fail safe" built in so it only runs with a certain exe, so when a patch changes the game files; SKSE simply refuses to run.
Yup; which is why you should make a backup of your skyrim.exe
